In the days before the Crown Tundra was officially released for the world to play, dataminers where able to discover all the Legendary Pokemon that could be found deep within the coding of the game. All of the Pokemon these dataminers found and leaked to world turned out to be true, including that of Glastrier, Spectrier, Regigigas, Keldeo, Cosmog, and Poipole. However, one of the Pokemon they found in the coding, the Mythical Pokemon known as Victini, has yet to be found by any player.
Victini was first released back in the 5th Generation of Pokemon in the Mainstream games of Pokemon Black & White. Since it's a Mythical Pokemon, Victini has only been available via Wi-Fi Events up until this time. Some players might believe it can't be found because of this very reason; however, the same can be said about Keldeo as it's also a Mythical Pokemon, but it was found in the Crown Tundra as the dataminers told.
So can Victini be found in the Crown Tundra as dataminers said or not? At this time, it doesn't appear that Victini is available to be found in the wild within the Crown Tundra. Players have tried everything to unlock a way to make Victini appear - including defeating the Galarian Star Tournament with each of the seventeen Partners, capturing all of the Legendary Pokemon available in Dynamax Adventures, completing all three Pokedex Sections, and even traveling with the Original Dragon Trio (Reshiram, Zekrom, Kyurem) in their party - but no technique has been able to make Victini spawn.
Some players believe that perhaps Victini will be available via a certain method at a later date, which would validate it being in the coding. However, others believe its data was simply extra coding within the game, which would also make sense since the Pokedex doesn't list Victini (if transferred via Pokemon HOME) as having a Galar Region Location like it does Keldeo. As far as now, Victini isn't in the Crown Tundra, and we'll have to wait and see if it ever truly will be.
