Head to the Lost Lake cabin to start a cutscene. After getting saved by Rikki, walk with her until another cutscene is triggered. Once done, head to your bikes to ride up north to check the hydroelectric dam. Just ride with her and the mission will be complete as soon as you reach the dam facility.
