The Merchant in Hot Springs is the first one who will sell you weapons. Increase this encampment's trust level to at least LV2 to gain access to a better set of weapons, including a shotgun sidearm, a sniper rile , submachine Guns, etc.

Primary

Weapon Trust Level: Price Description
.22 Repeater Default: 1,000 Low stopping power that requires a lot of headshots. Offset by ammo availability and quick rate of fire.
Stinger TLV2 : 1000 Even-keeled submachine gun. Nothing fancy but gets the Job done.
Combat Shotgun TLV3: 2500 Elite Weapon with high damage, low spread, and average reload times.
MWS TLV2: 2000 A noticeable step up, especially at close to mid-range.
RSF60 TLV2: 3000 Great pump-action shotgun with reasonable fire rate and damage.
US556 TLV3: 3750 Military-grade reliability effective from medium to long range.

Sidearm

Weapon Trust Level: Price Description
SAP9 Default Noticeable improvement over the 9mm. More ammo capacity and better accuracy.
Lil’ Stubby TLV2: 2000 Small unique shotgun that fits in a hip holster. It’s low accuracy and rate of fire is off set by its high damage and the stopping power of a shotgun as a sidearm.
SMP9 TLV3: 1250 Automatic sidearm great for one-on-one encounters but you have to make sure to make each shot count.

Weapon Trust Level: Price Description
M40 TLV1: 2250 Simple rifle with slow rate of fire but with high stopping power, damage, and range.
MG45 TLV3: 2500 This German-made machine gun has extremely high rate of fire but its recoil makes it hard to aim. Preferably used at close range.
