It Couldn’t Be That Easy

Once you’ve reached the dam, walk with Rikki while she’s checking out the dam’s outflow. This is pretty straightforward at this point so just follow her as she tries to figure out what’s preventing the dam’s turbines from running. There are newts nearby but you can’t use your Weapons to shoot them.

After Rikki jumps to the river, run back to the turbine and interact with it. Return back to Rikki to another cutscene. Resume following Rikki down to the junction box room below the facility. Boost her up the fence so she can open the gate for you. Continue inside to start the next mission.
