This Research site is located in the small island southeast of Wizard Island. You have to jump off from the rock outcrop to reach it. From there, just pass through the rock passage to find the helicopter wreck and the hard case containing the NERO Injector.
You can’t also Fast-Travel from the island so you have to jump off again from a rock ledge to get back to the shore. Refer to the video below for more details.
