Head to the marked location in Belknap and find the visitor center. This building should be empty so you just jump inside using the broken window. Find the thunderegg in the Rock Shop corner of the store.

After getting the egg, travel back to Hot Springs and go to the mission marker. After the cutscene, the mission will be complete.
