In the Captain’s Cabin, there’s an issue of U.S. Covert Operations Manual on the corner round table to the left, from the doorway. There's also a stealth boy in the cabin as well.

On the center table in front of the couch in Red Tourette's room deep inside the stockpile.

In the lowest floor, you can find this beside the railing and the mainframe terminal.

From the lobby, unlock the Novice door to the right and another novice-locked door to the right. You'll find this issue on the desk alongside with Fort Strong Key and mini-nuke.

Fort Hagen

On the way to the underground command center, you'll find a bedroom beside an armory. It's found on the small table beside the bed, in front of a radio.

In the upper level of the main base, there's an overlooking ledge with a table and red couch. You should find the issue on the table.

Head to the Barracks section and you'll find this issue on the table in the dining room.

Look Better in Black

Revere Satellite Relay

In the radar tower with a shanty built around it, you'll find a Novice ammo box and a U.S. Covert Operations Manual on the small table.
