This is a friendly settlement that’s not marked in the map so you have to find it manually. First you have to use the Mass Fusion Building and follow the clear road to the SE to see the bright neon signs of the town. After entering it once, it will be marked in your map for fast-travel.

After getting almost extorted by Finn, the town’s mayor, Hancock takes care of him for you and gives you a warm welcome. If you ask him for work, he’ll give you a misc quest to check out Pickman Gallery.

The weapon shop is attended by an assaultron named KLEO. There’s also a Power armor station and armor workbench inside. Sells some unique weapons and armor, as well as a power armor frame. On the second floor, you’ll find the holotape “Join the Railroad”.

The general store beside the weapon shop is run by a ghoul named Daisy. She also sells ammo and a couple of unique equipment. Inside the store, you’re free to use the armor workbench and cooking station. Talk to her and ask for work. She’ll ask you to clear the Boston Public Library for 200 caps. You can haggle for more as long as your Charisma allows you. Once you accept the task, the quest “Public Knowledge” will become available. She’ll also give you an overdue book which she’ll ask you to return to the library.

Talk to the neighborhood watch to get new map markers and start the quest “Follow the Freedom Trail”.

In the back alley behind Kleo’s weapon shop, there’s a metal door. Approach it and Bobbi the ghoul will offer work for you. After agreeing, the quest “The Big Dig” will become available.

Old State House

This is Hancock's resident with no notable loots and full of bodyguards.

The Third Rail

This is the town’s bar. Before going downstairs, check out the second stall in the men's restroom near the entrance to find an issue of Live & Love on top of the toilet.

Here you can interact with Magnolia, the singer. Also, you may get an misc quest to talk to MacCready. Talk to him after his conversation with the two Gunners messengers. You will be able to hire him as a companion for 250 caps (200 if you successfully haggled with him).

Also, trade with Charlie (sell or buy whatever from him) and he’ll offer you a “dirty job”. You’ll need to clear three warehouses in the city. Their locations will be marked in the map. Just simply kill all enemies inside to clear them then report to Charlie to complete the unmarked quest.

The warehouse behind the weapon shop has a Novice lock. If you broke inside, you’ll find several Triggermen members who will attack you on sight. There are no special loots in this area. There’s another Triggermen warehouse beside The Memory Den building with a Novice lock. Like the other Triggermen warehouse, there’s no special loot here, just normal loot and weak enemies.

Memory Den

Approach Irma and if you persuaded/bribed her for a trial run on their memory lounger, the quest “The Memory Den” will become available.

In the room beside a memory lounger to the west, you’ll find a ghoul named Kent. If you talk to him, he’ll go on about The Silver Shroud and how awesome the show is. He’ll then ask you to bring him the Silver Shroud Costume and Silver Machine Gun Prop. These items can be found in the top floor studio of Hubris Comics building. Once you have the costume with you, you can keep the costume for yourself or hand it over to Kent. Hand it over to him and he’ll say that he’s not capable of being the Silver Shroud. He’ll then offer you to become the Shroud. Once you accepted to become the Shroud, the quest “The Silver Shroud” will be available.

Remember to listen to Silver Shroud station while you’re in Goodneighbor. The NPCs will be making comments about your Silver Shroud cosplay. After completing the quest, you can come back and talk to him to upgrade your Silver Shroud armor. Kent will notify you once this is ready.

During the quest “Dangerous Minds”, Dr. Amari will unlock her laboratory in the basement of The Memory Den. Here, you’ll find an issue of Robco Fun on the table beside a memory lounger.

Hotel Rexford

There’s a cooking and chemistry station in front of Hotel Rexford.

There's an issue of Live and Love on the counter near the bathrooms.

Inside, you’ll be able to talk to Fred Allen. If you talk to him about work, he’ll ask you to bring a Hallucigen Canister from the HalluciGen Inc building. This is a misc quest. His staying in the hotel’s basement. There’s a chem station in the basement as well.

Talk to Rufus for a chance to get a new “job”. If you accept the job, you’ll get the quest “Trouble Brewin”. Your objective is to head to Shamrock Taphouse and retrieve the brewing machine there.

You can talk to Clair about renting a room and be nosy about the place and its history. One of the rooms of the hotel has the Vault-Tec rep (who you met at the start of the game) If you talk to him and (be nice?) to the lonely ghoul, you can have him move to Sanctuary Hills. After he moves there, you're free to send him to any of your other settlements.
