This is actually the roof of a large building that was buried in dirt. Find the hole on the rooftop where you can use the broken ceiling as ramp to go down. There's a Power armor station in the lower floor and a terminal where you can open the roof access door. The rooftop room has a red steamer trunk but has lots of powerful ghouls so be careful.
