You can meet Dogmeat as early as possible. His location is quite along the main road so it's barely missable. Head to the Red Rocket Truck Stop, SE of Sanctuary and further SE of Vault 111. It's hard to miss because of its rocket signage and bright red paint. The dog is playing in front of the station so greet it to befriend it.
