Covenant

This is one of the most protected workshops/ settlements with a really good perimeter wall and turrets installed. To enter it, you need to talk to Swanson outside and pass the SAFE test. There’s really no correct answers since the questions are very similar to the GOAT tests given in Fallout 3. Just save before you take the test to be sure.

Once inside, you'll be able to trigger a sidequest “Human Error” by talking to Honest Dan. After investigating and getting enough evidence regarding the strange disappearances in involving the settlement, the mayor will try to bribe or talk you out of further investigation. If you agree, you'll be able to run the settlement as your own.

If you proceeded with the investigation and encountered Dr. Chambers deep in the Compound. If you reject the doctor's offer or killed her, the residents of Covenant will be permanently hostile towards you. You can still get the location as your settlement but you have to kill all residents first.
