You have to enter through the outflow to the south. The flooded sub-level has mirelurks and mirelurk eggs. Continue exploring the floor until you see the Novice terminal that can unlock the security door.
Make your way to the office room to the SE, in the room with several skeletons, there’s a Novice wall safe. Follow the walkways until you reach the stairs leading to the building’s main floor.
In the main building, make your way up to reach the raiders. The raider group’s leader, Cutty, is wearing a raider Power armor. You can loot the Poseidon Energy Key from him. You can use this to open the Master locked blue door leading outside to the Commonwealth.
After killing them all, go to the upper middle room to find an issue of Tesla Science, an Endurance Bobblehead, and steamer trunk.
