Luck Training

Luck primarily affects the recharge rate of your critical rates. It has also direct correlation to any random checks like the quality of loot you can find.

Fortune Finder

This perk specifically increases the number of caps you'll find in containers.

Rank Req Effect
1 LCK 1 Find more caps in containers
2 LCK 1, LV5 Find even more caps in containers
3 LCK 1, LV25 Find even more caps in containers
4 LCK 1, LV40 Find even more caps in containers. Killed enemies also has the chance to explode to a shower of caps.

Scrounger

This perk allows you to find more ammo from the bodies of enemies as well as container. Since Fusion Cores are included in the Ammo category, this increases the chance of finding more Fusion Cores per container that you normally would.

Rank Req Effect
1 LCK 2 Find more ammunition in containers
2 LCK 2, LV7 Find even more ammunition in containers
3 LCK 2, LV24 Find even more ammunition in containers
4 LCK 2, LV37 Find even more ammunition in containers

Bloody Mess

This perk is a must-have for any combatant adventurer, no matter what the build. The damage bonus applies to any type of damage you deal, stacked over the other damage boosting bonuses or perks you have. Plus, you get to see your poor enemies explode into bits and pieces.

Rank Req Effect
1 LCK 3 Damage increased by 5%
2 LCK 3, LV9 Damage increased by 10%
3 LCK 3, LV31 Damage increased by 15%
4 LCK 3, LV47 When the enemy explodes, its nearby allies may suffer the same fate

Mysterious Stranger

When targeting enemies in VATS, this uncontrollable allied NPC may appear randomly, delivering a single devastating shot from his magnum that will instantly kill your target. His appearance is purely random and you won't have a chance to interact with him. The frequency of his appearance will depend on the rank of this perk.

Rank Req Effect
1 LCK 4 The Mysterious Stranger will appear randomly in VATS, instantly killing your current target
2 LCK 4, LV22 The Mysterious Stranger will appear more often
3 LCK 4, LV41 The Mysterious Stranger will appear even more frequently. Also, whenever he kills an enemy, your Critical Meter may get filled.

Idiot Savant

This perk is quite unique in its way. Basically, the lower your character's intelligence, the more EXP you can potentially get with this perk active. For more technical explanation about this perk, please follow this wiki page. Also, since the EXP multiplier is randomly given, you can save your game before turning it in to the quest giver and reload your game until you trigger the EXP multiplier.

Rank Req Effect
1 LCK 5 Randomly receive x3 EXP from any Intelligence. The lower your INT, the greater the chances.
2 LCK 5, LV 11 Randomly receive x5 EXP from any Intelligence. The lower your INT, the greater the chances.
3 LCK 5, LV34 3X EXP for all kills within a short amount of time may be triggered by randomly receiving bonus XP from any action. The lower your INT, the greater the chances.

Better Criticals

This perk seems to affect only criticals triggered in VATS. Sneak attacks deal critical damage so if you want to further amplify this damage boost, you can go with Ninja and/or Mister Sandman perks.

Rank Req Effect
1 LCK 6 Critical damage +50%
2 LCK 6, LV15 Critical damage +100%
3 LCK 40 Critical damage +250%

Critical Banker

This perk allows you to store criticals so you can trigger them manually in situations you need them the most. You have to be in VATS in order to use these stored criticals.

Rank Req Effect
1 LCK 7 You can save one critical
2 LCK 7, LV17 You can save two criticals
3 LCK 7, LV43 You can save three criticals

Grim Reaper's Sprint

This perk is a must-have for heavy VATS users. For every kill in VATS, you'll get a chance to recover your entire AP with this perk on. This may go a long way since you can chain kills if you're powerful enough to take out enemies in one or two shots.

Rank Req Effect
1 LCK 8 VATS kills have a 15% chance of restoring all AP
2 LCK 8, LV19 VATS kills have a 25% chance of restoring all AP
3 LCK 8, LV46 VATS kills have a 35% chance of restoring all AP

Four Leaf Clover

This perk gives you a chance to fill your critical meter for each hit in VATS. This means you'll be able to land critical hits most of the time. If you have the Critical Banker perk as well, this perk helps you fill your critical reserves easily.

Rank Req Effect
1 LCK 9 Each hit in VATS has a chance to fill your critical meter.
2 LCK 9, LV13 Each hit in VATS has a good chance to fill your critical meter.
3 LCK 9, LV32 Each hit in VATS has a greater chance to fill your critical meter.
4 LCK 9, LV48 Each hit in VATS has a exceptional chance to fill your critical meter.

Four Leaf Clover

This perk makes enemy projectiles ricochet back to them, instantly killing them. Though the game's description say that the closer you are to death, the greater the chance of this effect from triggering, that still means that there's a chance (albeit smaller) for this effect to trigger.

Rank Req Effect
1 LCK 10 Enemy ranged attacks will sometimes ricochet back to them, killing them. Greater chance of triggering when you're near death
2 LCK 10, LV29 Greater chance of enemy ranged attacks will sometimes ricochet back to them, killing them.
3 LCK 10, LV50 Chance to get your critical meter filled when an enemy gets killed by a ricocheted shot.
