Part of the quest “Ghoul Problem at Tenpines Bluff”

This is a small farming settlement with a cooking station, and two settlers. After completing the quest, you can now use develop this settlement. The area is quite large so you can use this as another farming village. Establish it as you see fit. You can use this as another workshop by completing the settler's quest.

Power Armor Location

There is an incomplete Power Armor to the east of the settlement, at the bottom of the cliff along the railroad. It is locked in a cage. The only way to get to it is by hacking the Advanced terminal in the adjacent blue train car. Upon entering the car, you'll also get a miscellaneous quest to investigate Vault 81 and it will be marked in your map as well.
