Perception Training


Perception is a SPECIAL attribute that constitutes to your environmental awareness, allowing you to detect threats at a much farther range (they'll appear as red dots in your radar) and your weapon accuracy in VATS.

Pickpocket


This perk allows you to effectively sift through another character or NPC's possession or inventory with lesser risk of getting detected. This is perfect for stealth-based character builds since they'll be able to sneak to get near their targets. Pickpocketing is not always for taking things. At Rank 2, you'll be allowed to place live grenades to your target's inventory, effectively killing him/her instantly in an explosively messy glory.

2 LV6, PER 1 Pickpocketing is 50% easier, you can now place a live grenade in a NPC's inventory
3 LV17, PER 1 Pickpocketing is 75% easier, you can now steal equipped weapons
4 LV30, PER1 Pickpocketing is now 100% easier, you can now steal equipped items

Rifleman


This perk improves both ballistic and energy weapon damage of non-automatic rifles, as well as their ability to ignore a percentage of the target's armor rating.

Rank Req Effect
1 PER 2 Non-automatic rifle damage increased by 20%
2 LV9, PER 2 Non-automatic rifle damage increased by 40%, ignoring 15% of the target's armor
3 LV18, PER2 Non-automatic rifle damage increased by 60%, ignoring 20% of the target's armor
4 LV31, PER 2 Non-automatic rifle damage increased by 80%, ignoring 25% of the target's armor. Also has a chance to cripple a limb.
5 LV46, PER2 Non-automatic rifle deal double damage, ignoring 30% of the target's armor. Also has a higher chance to cripple a limb.

Awareness


This single-rank perk augments your VATS screen and displays the target's damage resistance type, allowing you to switch to weapons they're weak against.

Locksmith


This perk allows you to pick higher difficulty locks, safes, or doors. This is quite an important Exploration skill since the good stuff or alternate routes are usually found behind these locked containers or doors.

1 PER 4 You can now pick advanced locks
2 LV7, PER 4 You can now pick Expert locks
3 LV18, PER 4 You can now pick Master locks
4 LV41, PER 4 Bobby pins never break

Demolition Expert


This perk increases the damage of explosive weapons such as grenades, mines, missiles, and mini-nukes. For heavy weapons such as Missile Launchers and Fat-Man, this perk's bonus stacks up to the Heavy Gunner Perk which also increases the damage of those weapons.

For some reason, pulse mines and pulse grenades are not affected by this perk. Additionally, if the grenade / mine can deal two types of damage, the secondary damage will not be increased.

Rank Req Effect
1 PER 5 Explosives deal 25% more damage. You can now craft grenades from the Chemistry Station.
2 LV10, PER 5 Explosives deal 50% more damage and grenades gain a throwing arc
3 LV22, PER 5 Explosives deal 75% more damage and affect a larger area
4 LV34, PER 5 Explosives deal double damage. Mines or grenades shot while in VATS deal double damage when they explode.

Night Person


You a creature of the night! This perk gives you considerable boosts to Intelligence and Perception at night.

Rank Req Effect
1 PER 6 Gain +2 INT and +2 PER between (in-game) 6PM-6AM
2 LV25, PER 6 Gain +3 INT and +2 PER between (in-game) 6PM-6AM. When sneaking, you'll also gain night vision

Refractor


This perk increases your character's damage resistance against energy-based weapons (plasma and rifle)

Rank Req Effect
1 PER 7 Energy resistance +10
2 LV11, PER 7 Energy resistance +20
3 LV21, PER 7 Energy resistance +30
4 LV35, PER 7 Energy resistance +40
5 LV42, PER 7 Energy resistance +50

Sniper


This perk is for players who prefer sniper rifles as their weapon of choice most of the time. The perk provides helpful enhancements like accuracy and focus.

Rank Req Effect
1 PER 8 You can hold your breath longer, reducing the wobble when peeking through your sniper rifle's scope.
2 LV13, PER 8 Shots have a chance to knock down your target
3 LV26, PER 8 VATS head-shot accuracy increases by 25%

Penetrator


This perk allows your projectiles to go through solid objects while targeting them in VATS. That means you can destroy the fusion cores of sentry bots or enemies wearing Power armor even when they're facing you. As long as the part you want to hit is visible, you should still be able to see them through VATS.

Notable, ballistic and energy projectiles seems to be the only projectile types that can take advantage of this perk. Solid obstacles can still shield the enemy against explosives like grenades, missiles, or mini-nukes.

1 PER 9 You can target enemy parts blocked by cover, with decreased accuracy
2 LV28, PER 9 You can target enemy parts blocked by cover, without any accuracy penalty

Concentrated Fire


This perk abuses your AP stock so having a good Agility rating will ensure that you'll have as many consecutive shots your AP and weapon allows. Concentrated Fire increases your accuracy in VATS by targeting the same body part.

Rank Req Effect
1 PER 10 Attacking the same body part in VATS increases accuracy by 10%
2 LV26, PER 10 Attacking the same body part in VATS increases accuracy by 15%
3 LV50, PER 10 Attacking the same body part in VATS increases accuracy by 20% and increases damage by 20%
