This quest starts immediately after completing "Getting a Clue". Continue following Dogmeat on foot. Dogmeat will stop near a pond. Examine the San Francisco Sunlights on the overturned chair to have Dogmeat continue tracking. Continue following Dogmeat until he stops. In that spot, grab the bloodied bandages on the metal pipe and give it to Dogmeat.

In the next stop, grab the Gwinett Stout bottle and give it to Dogmeat. You'll eventually cross a bridge towards Forest Grove Marsh. This abandoned town is filled with feral ghouls so be prepared for an ambush. Continue following him until you reach a broken assaultron along the road west of town.

Your next stop is the broken fence near Fort Hagen. Activate the bloodied bandages to have Dogmeat continue tracking the scene. Once you’ve reached Fort Hagen, you have to find a way inside. If this is your first time visiting the place, the entrance is located in the Fort’s lowest parking level.

If this is your first time inside, you have to work your way around the room where the green steamer trunk and synth leader is located. Since the door leading to it is chained on the side on your first visit, you have to fight your way around the building through the broken walls of different rooms until you reach it.

Once you’ve reached it, take the elevator to reach the lower area and fight your way through the narrow corridors until you reach the first security door. Don’t open it immediately since there’s a trap. Disarm it first then continue following the path until you reach the door leading to the Fort Hagen Command Center.

Follow the straight path until you reach a sleeping quarters with lootable footlockers. In the next room, there’s a Novice security door with some loot inside. In the generator room after the corridor with laser turrets on the ceiling, you can find a Fusion Core.

Continue past that and in the corner, the blue double-door is a clinic where you can sleep and gather Aluminum surgical trays. In the dining room across that clinic, you can find an Energy Weapons Bobblehead on the metal table between two fridges in the kitchen.

Outside the kitchen, you’ll see two doorways. Enter the maintenance tunnel to the right first and you’ll find a Nuka-Cola Quantum beside the skeleton and a toolbox containing the Fort Hagen Armory Password.

Continue to the other tunnel and you’ll find the armory in the end of the tunnel. Open the security door with your password to access all the goodies inside, including a mini-nuke and a Fat-Man.

Next to the armory is a bedroom. There’s an issue of the U.S. Cover Operations Manual there.

Explore the next room and head through the red door. Kellogg will tell you that his synths are standing down and will ask you to talk to him. Follow the corridor (save) and head to the Intelligence room where Kellogg makes an appearance. Approach him and talk to him.

After the discussion is over, you’ll have to fight him. He’ll be utilizing stealth so keep an eye on the glimmer and keep an eye to your health. Use chems if necessary and take out the synths first to give you breathing space. If your VATS is accurate, you can throw grenades in Kellogg’s general direction and shoot it via VATS so the splash damage hurts him. After a few moments, his stealth boy will run out and you’ll be able to attack him normally.

Kill him and loot his terminal password, body augmentations, his unique .44 pistol, and his unique outfit. Next, go to his terminal and access the logs to update the quest. Use the remote door control option as well to unlock the security doors. If you have Nick with you in the quest, you can discuss your findings with him on the spot. Othewise, you have to find him and talk to him. Your next objective after that is to talk to Piper.

In the control room where you fought Kellogg, you’ll find a green steamer trunk, and an issue of Robco Fun under the table near his terminal.

Once done, you can leave the area through the elevator to the south. The new Brotherhood of Steel quest "Shadow of Steel" will be activated as the massive BoS airship arrives after you exit Fort Hagen.

Head to Piper’s office in Diamond City and talk to Piper. After the conversation, your next destination is The Memory Den in Goodneighbor. You have the option to bring Nick, Piper, or your current companion. After this, the quest will be complete. The next quest will become available.
