This becomes available after Olin begs for the life of his family during the main quest “City of the Sun”, regardless if you spared him or not. If you spared him, he’ll be waiting near the hideout where his family is held captive. When you get near the unmarked farmstead where his loved ones are kept, you’ll get the objective to talk to him first.

After talking to Olin, he’ll lead you to the location. Before entering the farmstead, you can talk to Olin. He’ll suggest breaking in from the front gate “Oseram Style” or sneak in from the ridge. You can have him help you breaking through or you can go in alone and silent. Fortunately, there are no machines to deal with so you’ll have an easy way cleaning up the farmstead with cultists. The area is small so you can take advantage of the blast sling’s explosive ammo to deal splash damage to the cultists. You only need to watch out for the heavy gunner. If you entered from the ridge, you’ll have the height advantage and make it easier to protect yourself from their attacks.

After killing all cultists, loot their bodies to get the basement key then use your Focus to locate the family. They should be in the cellar so head to the other side of the farmstead to find the door. Interact with it to open the door and find the family inside. Talk to Olin’s wife to update the objective. Once done, follow them as they reunite with Olin. Talk to Olin once more to complete the errand.
