There will be four strongholds that will serve as escape routes for the thieves. To close these escape routes, you have to defeat the Thief leaders stationed on those strongholds. You have to focus on capturing the strongholds first.
There’s a group of thieves in the middle of the Map, carrying a lot of valuable items, listed below. Once they get injured or if any of your units get near them, they will always attempt to escape to the nearest, open escape route.

Your party is also split into two groups for this mission. Before starting the battle, scout the area so you can plan which units you should place on each group. As usual, assign at least one dedicated healer for each group. Sylvain is the critical unit in this mission so avoid sending him alone unless he’s capable of handling himself. You have 7 units in the southwest corner of the Map and your first move is to clear the nearest stronghold further east. You can send 4-5 units to lure and deal with the enemies here.
There’s less resistance leading to the stronghold in the northwest corner. You can send 2-3 units, preferably units that can deal with archers and/or heal themselves. This will allow you to cut off this escape route as well.
Next, you have to cut off the northeast and southeast strongholds. You can also divide your eastern group into two smaller groups, provided that these individual units can survive enemy attacks and at least defeat them without any difficulty. The southeast strongholds have mages so you can prioritize capturing it. If you can snipe them with your own archers, this will save your melee units the effort of actually getting up close and dealing with the other enemy melee units.
The northeastern stronghold has brawlers and brigands guarding the area but if you have a sturdy melee unit with a backup healer, you can position him/her in the thicket for an evasion bonus and lure the enemies into attacking him/her.
As long as you don’t overextend your units, it’s easy to regroup and deal with stragglers. After taking out three strongholds, all the thieves in the middle will migrate towards the last escape point. It will help you if you save the last stronghold to be cleared with your main army or at least a majority of your allied units within reach. This will allow you to intercept them along the way. Prioritize eliminating the thieves with items before wiping out the remaining enemies. Once done, the mission is complete.
