After the water level recedes for the second time, head to the Lookout Tower (near Vanaheim Tower) and access the new area. Dock in the beach and follow the cliffside path until you reach a rope that you can use as zipline to reach the base of Thor’s statue.
The shrine is located there. Continuing forth and crossing the gap will take you to the nearby Muspelheim Tower where you can find a Traveler and a lift.
