Ostensibly the name of this new Hobby and its subsequent Mission in order to unlock it is "Bird Feeding" but, in reality it is closer akin to Bird Spotting and then Bird Feeding - hence the amalgamation we are using here.
Bird Feeding and Spotting is the next Mission following the unlocking of the Senior evolution in the game.

Poised as the second half of the Seniors Aging Mission, the Quest or mission is commonly known as the “Bird Feeding Mission” and is often referred to as the Pigeon Quest on the chat boards.
Originally slated to begin on 19 February 2014, but for reasons that have never been explained the Quest line was launched early.
As with most of the special Quests and missions, the Bird Feeding Mission has a special award if it is completed before the timer runs out (the mission has a 6-Day Timer) that takes the form of an uncaged bird (Parrot) which is a nice reward.
In terms of Mission and Quest eligibility, only Seniors can actually complete the Bird Feeding Action (or related Hobby activity) but it is important for you to know that this does not apply to the early stages of the Mission/Quest that unlocks this new Action and Hobby! Adult Sims can complete the early stages.
The only other caveat is that your Sim town needs to be at or above Level 22 to start this.

The Bird Feeding Mission / Quest
To recap: You must have leveled your town to at least Level 22, you will eventually need a Senior, and you will need an Adult to start the Quest.
The Quest is flagged at the end of the first half of the Seniors Birthday Quest and Mission during which you meet your Future Self in the Town Park.
Once you decide which Sim you intend to do the Mission and its Quests with, have them go home and bake a Birthday Cake (this will cost you 5 LP and take 24h). Once you have baked the Cake, you can either tap the Sim and have them celebrate their Birthday - becoming a Senior - or you can proceed with the starting element of the Quest with them still in Adult Sim form (which means they will move faster) evolving later when it is required.
In the mean time you do not need to wait for that Senior to evolve or the Cake to Bake before you can begin this Mission as any Sim will do!

Bird Feeding Mission / Quest by Steps
The following stages of the Quest or Mission may be completed by any Adult Sim - and not necessarily the Sim with which you will do the primary Quest with. They just need to be an Adult Sim.
Just tap the tree in one of your Sims yards and have them search for birds using the Search for Birds action!
This mag is found (or rather the action for it) in the bog-standard stack of magazines that you can purchase and place on any flat surface in your Sim's home. Just buy and place a stack if you do not already have one, then tap it and hit the action!
Clearly your Sim lacks the basic knowledge so it is time to hit the books! Specifically the Encyclopedia!
If growing Pumpkins is what it takes to lure in some birds than that is what your Sim has vowed to do!
Completing this part of the Mission / Quest is as simple as Pie! OK, yeah, that was pretty bad...
You don't actually throw the Seeds AT the Water Fountain, you throw them at the Water Fountain... You see the distinction?
Clearly there is a chance that there are Birds either in the trees or the bushes outside of the Swim Centre - so hey, go find them!
Bushes are often a place to find Birds, but then so are trees so hey, let's look in the trees! This is the last really long Mission activity for a while or at least until the very end of the Quests where we find a truly long one...
Use the phone at home to ring a mate. What are you going to ask them? Who can say? What are you doing to tell them? Only you know!

Head to the Town Park and use the Telescope there to spy on Osiris. An Alien life form and NPC in the world of The Sims: FreePlay, Osiris has very unique abilities - for example locing your house doors is pointless because - screw the doors and windows - he does not just walk through walls, he materializes into a room!
Said to be a harbinger of good new and bad, Osiris has been there when the best news has been delivered, and he has preceded the worst news - there is just no telling how things will go when he is around. Or she is around - just what gender Osiris is has never actually been established.
It is crucial at this point to understand that the Appearance of the nearly omniscient time-traveling Alien known as Osiris is the point at which permanent Changes to the world are underway - changes that will eventually signal the end of FreePlay as we know it, and the start of something completely different...
Your Senior Sims are in the mood for some Bird Feeding. Complete this Quest and unlock a huge range of friendly, sometimes exotic birds for your Senior Sims to discover!"
It sounds innocuous and even harmless - an invitation to a new Pet or two? It is what lurks hidden below the surface that largely interests us - as there is plenty to be found there, if you just know where to look!
It is completely understandable if you miss the significance of this Event. The reappearance of the Alien visitor Osiris in the night sky is both an unusual event and not an unexpected one. You know Osiris. They have been here before. They have brought a combination of gifts, challenges, presents, and change.
They have never delivered an empty promise, and even now they appear to be non-threatening... And yet... And yet their Appearance in the night sky on this night is not an accident and certainly not the empty message that it appears to be!
This time the Appearance of Osiris is a Warning, but alas not one you are prepared to recognize. Your realization of just how profound the Changes are that this appearance of Osiris portends - man don't you wish you could read conversational Latin?
When you complete this Quest, the Telescope mysteriously disappears and you are left with nothing more than the notes that you took on what you observed - which is in essence the return of Osiris.
