You will first meet Bill, the creator of the PC Box Pokemon Storage System, in his home found at the end of Route 25. When you do, you will learn that Bill has accidentally turned himself into a Pokemon. It will be up to you to help him turn back to normal, and after you do, he will grant you with the SS Anne Ticket that will be needed in order to board the cruise ship in the Vermilion City Harbor (so you can ultimately obtain HM Cut). Later on, you will meet up with Bill to travel to the Sevii Islands for a mini adventure after defeating the Cinnabar Island Gym.
