Walkthrough

After obtaining the Tea from the elderly woman in the Celadon City Mansion and defeating Team Rocket in both the Rocket Hideout and Pokemon Tower, you will finally be able to go into Saffron City. Unfortunately, upon your arrival you will learn that Team Rocket has taken over the city and is currently occupying the Silph Co. Building within Saffron City. It will be up to you to stop them once again before being able to unlock the Saffron City Gym.

Much like the Rocket Hideout, the Silph Co. Building is a giant maze, one that uses portal pads to ascend and descend the floors of the building. Each portal pad will lead you to a different location on a certain floor, basically forcing you to try out every single portal pad and battle every Team Rocket Member that stands before you and Giovanni if you don't know the easy way around it.

If looking to cruise through the Silph Co. Building, however, head to the 5th Floor and find the Card Key. With it, you can open every door to the building and can avoid the portal pad maze. From there, go to the 3rd Floor and open the room to the left of the center. Use the portal pad on the far left of this room, and then use the next portal pad it takes you to. By doing so, you will come to certain room on the 7th Floor. Within this room is another portal pad, one that will lead you directly to the President's Room where Giovanni can be found. Defeat Giovanni to have Team Rocket be removed from Saffron City and earn the Master Ball.
