Make your preparations. You’ll be fighting all your way to Lou in a very straightforward way so there’s no use of stealth here. Talk to Donovan to get intel on how to get close enough to Lou Marcano to take him out. After the brief cutscene, you’ll have to drive to the coal dumper’s location. You have to connect all four primer cords marked. There’s only three hostiles here so you can just take them out then complete your objective. Once rigged, head to the nearby shack and interact with the detonator to trigger the next cutscene.
