Arms Dealer

This is the first associate you'll get in the game and of course, one of the most useful. Jackie DuVernay will come to your immediate location to let you shop for weapons, ammo, and other supplies. He will try to get to your exact location but sometimes he may stop a short distance away from the spot where you requested him and you have to walk to him to access his wares. You can even call him in the middle of a firefight. Though his vehicle can be destroyed and he can be killed, you can still call him as long as you leave the area where he was killed and the game will "reload" him normally as if he didn't die at all.

As you progress in the games, you should be able to purchase explosives, vehicle upgrades, and character upgrades. These include the benefits from the favors unlocked from the other underbosses. Weapons bought from him will be yours permanently. If ever you want to equip a weapon you bought before, just select that weapon and it will be fully loaded for free.

Tip 1: Vehicle upgrades will only be applied to the vehicles you "own" (those that can be delivered via Vehicle Delivery service. Performance and visual upgrades will be very noticeable.

Tip 2: Don't use the "Refill Ammo" for guns you already own. Switch them to any guns you own then switch back to the guns you want. Use the Refill Ammo option only if you want to continue using the weapons you haven't bought/ can't afford yet.

Tip 3: Upgrade the weapon accuracy for pistols and automatic weapons first so when you unlock the Silenced Masterson and Silenced M1N8, you'll have very accurate and deadly ranged stealth weapons which can make infiltration approaches a hell lot easier.

Operator

This premium service is delivered by Cassandra’s associate, Jennifer “Clicks” Moran. Unlike the arms dealer, you won’t meet her in person but her service is invaluable. When called, Jennifer disables the phones in the immediate area for a set amount of time which will prevent any call from going through. This is pretty useful against witnesses who get out of hand or even preventing enemy sentries from calling in reinforcements. As you level up this service, the phones in the area will stay disabled for longer. The highest level for this service will also allow you to call in reinforcements on top of disabling the phones for a very long time.
