Delray Hollow is now being run by the Dixie Mafia, which in turn started flooding the streets with heroin. With Donovan's suggestion, Lincoln must find the Haitian Gang's leader and bring him to his side.
First, you have to get some more information about the Haitian gang’s operations. Find yourself a vehicle and drive to the marked location on the map. Get out of the vehicle and sit on the marked bench for the time to pass automatically. Wait until the car with a handful of men arrives and drives inside the building.
Head inside and take cover. You have to interrogate the marked informant but you also need to get rid of the two gang members in the area. Go behind the carnival float and lure one of the nearby gang members there. Kill him stealthily then approach the informant next.
The other gang member will stay upstairs so you don’t have to worry about him. When you’re near, grab the informant to get the needed info and to knock him out. Next, go upstairs to take out the last gang member. This will allow you to loot some cash and a TL-49 fuse on the table.
Tip: You’ll start with 5 TL-49 Fuses which is necessary for Wiretapping. This very useful optional activity that will reveal all collectibles in the immediate area, gain valuable intel that will allow you to see enemies even inside buildings or even allow you to recruit some racket bosses who you’ll need to kill otherwise without acquiring intel from them that you can use for leverage.
Next, find another vehicle and drive your way to the Pierced Heart Vodou shop. Once there, break through the door and go upstairs and wait on the marked couch. A cutscene will follow afterward. After the scene, you’ll have Cassandra as your very first asset/ally. You’ll also gain access to the Arms Dealer Associate. The mission will also be complete.

Recruiting Cassandra unlocks the arms dealer, Jackie. He sells all kinds of weapons, ammo, explosives, even vehicle and weapon upgrades (unlocked as you gain favor to your assets) You only need to buy a weapon once; in case you have to switch back to that weapon, you can do it for free though you still need to shell out cash for refilling the ammo. Upgrades are one-time purchases and will take effect immediately. Thrown items are expensive and must be bought individually.
Later on, you'll receive a radio from Donovan, allowing you to call in your Associates from the weapon dial anytime, anywhere.
