Confront Jimmy Cavar

After fully damaging the racket and/or after completing all the objectives available, talk to Lennie again to reveal Cavar’s location. Now you can confront the racket boss himself. Head back to the construction site. Jimmy is located in the storage area of the main building where the Vargas painting is located.

The sniping nest is gone now but the fallen crane can be used to access the main building from the main construction area. Alternatively, you can make some noise in the construction yard and snipe the enemies peeking from the main building ledges. Use your intel view and minimap often to avoid getting flanked and move between covers to confuse the enemies.

You don't need to take out the guards outside but you may have to take out a few to clear your path. There's a new sniping point in the main building. There's also a medicine cabinet and weapon locker containing a tac-vest. The stairs there are good ambush points but you'll probably get flanked by Cavar's men in the upper floors or the perimeter guards. Use the many covers to get around enemies and use blindfire to avoid getting damaged when exchanging fire while another is trying to get near you. Continue fighting your way up the floors until you reach Cavar. Shoot him to disable them then subdue him to complete the mission.
