There are multiple enemies clumped together which makes it hard to take out this target using stealth. Fortunately, you have a clear shot from a distance. Get an accurate rifle and pop the target’s head off then deal with the aftermath. There’s a single sentry so make sure to target him first. Don’t forget to destroy the remaining barrels of contraband and the delivery truck to inflict more damage.

This enforcer is found inside a warehouse. You can enter from the back where security is loose. Take out the guard outside then enter from the back door leading to the second floor. There you can take out the sentry and another lookout by the ledge. Once cleared, you can go loud and take out the target. Don’t forget to pick up cash stacks, destroy the barrels, and destroy the delivery truck.
