Head to the marked location and talk to Emmanuel. After the cutscene, open your map and press square to see the objectives. Select the “Are We Cool” mission then activate the objective to learn the location of the smuggling dock. Grab a boat from the boat house and use it to reach the smuggling dock.
After reaching the smuggling dock, kill the guards then board the boat. Drive to the drop off point marked in the map. Once the crates are dropped and floating in the water, press and hold the Down Dpad to collect the crate. There are three crates you need to collect.
After doing that, drive the boat back to the boat house. Once done, you still need to deliver the goods via truck. After successfully delivering the goods, the trafficking run is complete.
(Steal The Boat)
After completing the first run, you can talk to Emmanuel to go for a second run. This time, you have to steal the boat from the Dixie mafia. Arm yourself then head to the marked location in the bayou. Kill the gang members then hijack the boat. Like before, deliver it to a friendly boathouse then drive it to the delivery point.
The game will notify you that you have maxed out the current rackets’ earn by doing smuggling runs. If ever you take control more rackets, this cap will be adjusted so you can do as many smuggling runs needed to max out those rackets.
There are two smuggling runs that you can initially do, equals to the number of rackets Cassandra currently holds. If she gets more rackets, you'll be able to perform more trafficking runs for Emmanuel and in turn increase Cassandra's total earn. You don't need to talk to him to start the runs. After giving a racket to Cassandra, look at the bayou and activate the objective for this optional mission and repeat the same process.

Tip: Completing both smuggling runs at this point of the game bumps Cassandra's earn enough to unlock her next favor: Operator. This associate will temporarily shut down all telephones in an area for a certain amount of time. Use this if there are multiple witnesses or if you’re too busy dealing with something and you can’t go after them. This is better than subduing or killing a witness that may trigger a chain reaction of out-of-control witnesses.
