Or, you can take out the perimeter guard as always then breach the side door in the garage to sneak up on him and end him with your Combat knife.

You can snipe the target from the rooftop of the building across the construction site where the enforcer is sitting or take out his perimeter guards stealthily then lob a molotov or grenade in their midst to take out him and his two other bodyguards.
