After dealing the necessary damage or completing all objectives for the racket, talk to Pablo once again to get a new intel about Pops. Head to the dry dock you cleared earlier to confront Pops. You can use the same entrance as before but you can’t reach Pops’ office from the second level since the boat that’s connecting the walkway is now lowered. You have to make your way from the ground floor to the stairs in the southeast corner leading to Pops’ office. Keep an eye out for lookouts since they’ll be in and around the place. Like before, prioritize sentries and lookouts. Stealth kills for the first few enemies is recommended so you can proceed without hindrance or with reduced resistance.
When you reach Pop's office, lob a grenade from the doorway to instantly disable him and kill his comrade. There's a stack of cash and a Vargas painting on the wall of his office. Once you're done looting, interact with him to subdue him and complete the racket takeover.
