Drive your way to Perla’s and before entering, consider checking out the arms dealer’s inventory right outside the nightclub if you haven’t done so yet. When ready, head inside the nightclub and talk to Shiela, the girl who’s wearing white lingerie by the entrance. You’ll be told that the girls are locked up in the second floor of the building.
Grab the Vargas painting beside the doorway then sneak to the western corridor. There’s a lone enemy patrolling there so move behind cover and take him out when you have the chance. It’s better to hide the body there since no other enemies will be checking it out unless they’re searching.
Next, grab the two stacks of cash on top of the crates nearby to earn cash and also to damage the racket. Don’t forget to use the Intel view to learn the enemy positions and to plan your next move. Position yourself behind the crates behind the stage and lure another patrolling enemy there to take him out.
Move behind the stage props to reach the other side of the building. If you use intel view, there’s another enemy outside just staring across the corridor. You can head outside and get rid of him.
Continue to the dressing room and stalk another patrolling redneck. Take him out then loot the Tac-Vest from the weapons locker beside the stairs.
Go upstairs and you’ll find two more Dixie mafia members chatting. Stay in cover and wait for them to separate. Take out the one going to the bathroom then stalk the other one and kill him before he walks into an open area.
Once the two are dealt with, you can either move along the western or eastern corridors. There’s one more roving guard there that you have to deal with. After taking him out, go through the doorway to reach the small rooms where the drugged-up women are locked. Before breaking in, kill the gang member who’s taking a **** in the nearby bathroom. Now break the locks to free the girls. The room in the leftmost side has a “customer” so be prepared to finish him off.
After freeing the girls, don’t leave the place yet. Continue to the other room to find more cash and another weapon locker. Find the next double door to reach the building’s office. There are two more redneck gang members inside so stay behind the doorway and wait until you can ambush the departing one. Finally, take out the last enemy then grab the cash on the desk and another Vargas painting on the wall.
Tip: You may have accumulated a lot of cash by now so don't forget to deposit them to your safe so you won't lose a chunk of them if you met your untimely demise.
At this point, you have inflicted a heavy blow in the racket’s income. Even if you picked up all cash in the place, you’ll still have a few thousand dollars short. Leave the place and drive back to Donovan. Talk to him to receive a portable radio which will allow Lincoln to call in Associates anytime, anywhere.
Leave the area then drive back to the Voice’s hideout. He’ll then tell you to eliminate two of Merle’s pimps: Rooster Desaulniers and Dirty Gert Gelong. Both of the pimps’ locations will be marked in your map. Taking out of them will be enough to completely hurt the Prostitution racket but if you’re a completionist and you want to get rid of the two of them, no one is stopping you.
