Drive to the marked location and sit on the waiting shed in front of the church to trigger a cutscene. During the conversation, Donovan will tell you that you can have another approach when dealing with a racket boss, and that’s by “sweet talking” to him. That’s only possible if you got dirt on him or valuable intel which is made possible by Wiretapping junction boxes. Your first wiretapping sequence will be part of this mission’s objectives.


As previously mentioned, Wiretapping brings a lot of benefits. First, it reveals the location of all other junction boxes, fuses, and collectibles within the wiretapped network. Second, it gives you an option to spare racket bosses and recruit them instead for higher income in the long run. Third, it expands your intel view capability, allowing you to see enemies behind walls as long as they’re within the network’s range.
There’s really no reason not to sidetrack a bit to collect the fuses and wiretap into junction boxes with all the advantages it can bring.
During the cutscene, Donovan will also spot a communist propaganda poster and angrily tears it down. Propaganda posters are one of the collectibles in the game.

First, you have to wiretap the First Baptist Church in order to proceed with the story. Basically you just need to break the junction box's cover open, with the similar mechanic as to opening locked doors. You need three TL-49 fuses per junction box. By default, you'll start with five fuses in your inventory, that's only if you haven't picked up any fuses up until this point of the game. After successfully Wiretapping the junction box, the next objective will become available.
