Confront Pete Santini

Head back to the train yard to find Pete Santini. Like before, make sure that you have wiretapped every single junction in the district so you can recruit Santini for higher racket returns. The best entry point is still from the basement entrance. You can follow the same path leading to the office. You might change your approach a little since there are more guards but as long as you maintain stealth, you should be able to whittle down their numbers until you reach the office. Take out the roving guard then when you’re near, you can lob a grenade or two to instantly kill his other guards with him and disable him as well. Quickly subdue him to recruit him and completely take over this racket.
