He’s in a yard sale surrounded by guards on all directions/ entry point. You can go loud if you want but usually, a well-placed grenade in the middle is enough to get rid of this target, in expense of the poor housewives trying to buy new appliance. Your own moral dilemma aside, this is the fastest way to get rid of this target without going through the process of singling him out. You can also make silent kills and trigger a search. The target will join the search, allowing you to ambush him. Be careful of the lone sentry that's hanging around with them.

You can find this enforcer in a stolen goods yard sale. You can climb the fence from the eastern side of the street to find an isolated sentry. Kill him then you can either lob a grenade to the enforcer or lure him or the other guard for a search. After killing him, you can clean the place up and kill the other guards. Also collect the cash bag and stash and destroy the other stolen goods as well to deal more damage to the racket.
