Here’s the order of the facilities you should upgrade in order.

  1. Workbench (Unlocks new weapon ranks)
  2. Infirmary (Permanently improves max health. Medicinal plants now grow and can be harvested)
  3. Expeditions (Unlocks Expeditions and Fast Travel to liberated outposts and discovered locations)
  4. Training Camp (improves Guns for Hire health and damage)
  5. Healing Garden (improves Medkit efficiency)
  6. Garage (Unlocks new vehicle ranks)
  7. Explosive Lab (Unlocks more throwables)
  8. Cartography (Unlocks the availability of intel maps for collectibles, animals, and missions for purchase)

Note: Maps are purchased using ethanol as well. However, they permanently mark their locations of interest in your world map for convenience.
