This outpost is literally a fortified island but that doesn’t mean you can’t approach it with ease. There’s no vantage point to scout the island from a distance. You can either para-drop or travel manually via watercraft. There are many entry points with minimal or no guard coverage at all but the best one is probably the main building. There’s a lot of cover here and once secured, you can even use it as a free vantage point to take out the remaining enemies in the area.
There will be at least one patrol on a watercraft circling around the water. The type of watercraft patrolling will depend on the difficulty. Higher difficulty will feature a MG-mounted boat. You can deal with this patrol last. It will be easier to kill the driver while the craft is passing through the middle of the outpost.
To take over the main building, make sure to remain crouched as you clear each floor and balcony. On higher difficulties, you can find at least one enforcer hanging around this area. The other enforcer may be patrolling outside or even in the same building but on a different floor. After securing the building, you can go to the rooftop or the upper floor to scout the area outside and pick off the remaining enemies one by one.
Having a bow powerful enough to one-shot enforcers will make undetected liberation attempts for the highest tier outposts a lot manageable. Just get either the elite compound or recurve bow and upgrade them several times until their base damage is around 1800 or 1920. One-shot kills against these tough enemies are very important since they can easily call for reinforcements if they’re injured and can easily detect you even when crouching or in cover, blowing your cover before you can even make your move. Due to some random factors out of your control, like random animal attacks or friendly NPCs wandering near the outpost and triggering a response from enemies inside, you should adjust your strategy accordingly.
