How do I upgrade Prosperity and its facilities?

Prosperity can be upgraded by upgrading its facilities and meeting story-related requirements such as bringing key characters (like Rush) and specialists back to the homebase to help improve the Facilities. Former companions from FC5 like Grace Armstrong and Nick Rye appear in the game as specialists. Completing the specialists' missions will allow you to recruit them back to the base.
Facilities in the other hand requires Ethanol to be upgraded. To upgrade your facilities, you can interact with their signage back in the base or directly from your menu by accessing the Homebase tab.
You can only upgrade facilities up to Prosperity's level. You're also not required to upgrade all facilities to upgrade Prosperity. Some facilities need to be prioritized to save up valuable ethanol. Ethanol are acquired from the following sources:
Liberating enemy outposts
Scavenging liberated outposts
Hijack ethanol tank trucks
Kill and loot enemy Scavengers
Steal enemy air drops
