How can I perform stealth kills?

You can perform stealth takedowns by pressing R3 when near an enemy to instantly and silently kill them. Higher-ranked enemies will require the necessary perk purchased before you can perform takedowns on them. When an enemy is right below you, you can jump on top of them and your character will automatically perform a takedown.

You can also use stealth weapons such as bows or slingshots. Other suppressed weapons are available but you’ll need headshots using them to deal more damage, especially against high-ranked enemies. The best end-game stealth weapon is still the bow, which deals the highest raw damage, rivaled only by the Elite-ranked saw launcher. You can also upgrade your bow until it reaches damage rating of around 1920 (+12 upgrades). By then, it will be capable of killing elite enemies with one shot and dealing 5-digit damage when hitting monstrous animals' weak points, turning it into the most powerful stealth weapon and best and hunting weapon in the game.

Throwing knives are silent weapons too but their damage is lower compared to conventional weapons. Guns for Hire like Nana and The Judge can also perform stealth kills that won’t attract attention, provided that they're targeting isolated enemies and they're not compromised.

Later on, you’ll obtain Eden’s Gift perks as part of the story. One of the perks, Ghost, makes you harder to detect by humans. This is perfect for setting up a takedown or quickly reposition for a quick shot, especially against elite highwaymen.
