The flare will be located on the roof of the control building. However, the actual package is located further inside. Approach the building and keep an eye for enemies patrolling or working around the perimeter. Take them out silently so you can enter the building without causing a commotion.

Once inside the building, i suggest starting on the upper walkways so you can spot enemies around the floor and find the smaller flare leading to the actual package. There should be a sniper on the topmost walkway so take time to take him out for an easier escape later. You also need to listen for the enemy chatter while moving so you’ll know if they’re together or one of them is moving.

The package is located in the lower floor which can be accessed from one of the two openings. Enter the one near the flare so you can catch one of the enemies inside off guard. Loot the package and quickly get out of the building.

While going to the extraction zone, avoid staying in the main roads and just cut through the field. If the EZ requires you to cross the empty reactor tower, don’t carelessly jump in the water while crossing since the highwaymen are keeping alligators there.

Upon reaching the extraction zone, blow up enemy vehicles using explosives to block the path. You should be able to hold off the enemies at this difficulty without too much problems.


The package is located inside the empty cooling tower. The package should be inside the pile of container vans turned into a building.


There are at least three enemies guarding the package this time. You can wait for the brawler to move away then execute the two in the room. Finish off the brawler before picking up the package.

Exit the cooling tower (again avoiding the alligator farm) and head to the extraction zone. Same tactic apply; place proximity mines on entry points, keep your companion close and behind cover. Thankfully, there are no snipers but you have to watch out for spreading fire.


The package is back again the building. The enemies are moving stuff around so it will be hard to tag all of them. This time, you’ll have to watch out for vehicle patrols and an enforcer outside. Kill lone targets who may blow your cover, including the sniper surveying from the building’s window.


There’s also at least one eager patroller that will guard the entrance, climb up the upper walkway, zipline to the entrance, and repeat the process. Killing him reduces the risk of being discovered accidentally as you make your way inside.

Finally, you have to get rid of the lone enforcer trying to forcibly open a door. It will be easy to sneak behind him and finish him off with takedown. With him gone, the immediate threat has been reduced a bit. Proceed to enter the building using the stairs.

An enforcer and another highwayman will be patrolling the upper walkway, giving them a better view of the surrounding area. What makes this difficult is that the package is located at the end of the topmost walkway so you have no choice but to deal with the enforcer and the other guard near him. One thing you can do is to sneak inside and find the ladder in the NE corner of the building that leads to the upper walkway as shown below.

From there, you can one-shot him with an upgraded bow. Otherwise, stay put and wait for him to begin his rounds and turn his back so you can perform a takedown. However, this is risky since enforcers have the fastest detection.

Once the enforcer’s down, silently kill the other guard then make your preparations before picking up the package like crafting explosives, picking up ammo, calling your companion, etc. Quickly exit the building and head out.

Once the extraction zone has been identified, ignore the enemies behind you for now and just fight your way through the extraction point. Upon reaching the EZ, dig in using the usual strategy. Proximity mines, grenade launchers, companion positioning, etc. There will still be a sniper or two but more on atv-riding enemies trying to close-in on your position quickly. As long as you’re able to kill them quickly, you won’t have problems defending your position until your ride arrives.
