How do I deal with Enforcers?

Enforcers are elite highwaymen and top tier enemies. They can’t be taken out instantly with bows and arrows (unless your bow is upgraded enough to delete their life gauge in one shot), or any of your most damaging weapons. You can however, sneak and perform a takedown once you have purchased the necessary perk. (Requires Prosperity LV3) When damaged, Enforcers will use smoke cover to hide and reposition themselves. They can’t also be permanently tagged so it’s even harder to keep track of their movement. What's more important to note is that they regenerate their health back when left alone.

When trying to take over an outpost occupied by Enforcers, it’s always a good idea to take out his minions stealthily first then when there’s a chance, perform a stealth takedown to eliminate the elite fighter instantly. If you see an opening, like an Enforcer walking alone, consider that a free shot. The main challenge is tracking them since they can't be tagged and their detection gauge fills a lot faster so they’ll see you almost instantly.

If your Guns for Hire are maxed out, you can also order them to take on the elite fighters, though you’ll still need to support them to kill the elite fighters easily. Timber can even pin down and kill an enforcer.

Later on, if you focused on upgrading one weapon several times (like the bow), you should be able to increase its damage high enough to one-shot these elite highwaymen, though that will take several outpost liberation and/or expeditions to gather the necessary ethanol and materials to upgrade your weapon. Should you wish to deal with them the normal way, then there’s no problem using your best weapons and explosives against them to whittle down their HP in a normal firefight.
