Situated on top of a mountain, this outpost has a great 360 view of the surrounding areas. The vantage point you can use is a watchtower to the south of the outpost. This will give you a good view of the main building where most enemies are located while also having a zipline for convenience.

Most enemies will be inside the main building so you have to take out the roving guard first along the main road, ensuring that he’s not within the line of sight of the enemies on the building above. Now you can sneak inside the main building and begin picking off the enemies there one by one. Melee takedowns are fine but take note that higher-tier enemies might react to sound of their comrades falling, especially if they’re really close to each other so observing their pattern before making your move will help. Once the house is clear, you can now start picking off the other enemies guarding the helipad and the perimeter.

If the enemies get spooked, there’s a space under the floors where you sneak in. It will be better if you already tagged the targets (or have Timber with you) so they’ll get automatically tagged and you can watch their movements.

For the highest difficulty, at least one enforcer will be inside the main building while the other one will either be patrolling the perimeter behind the main building or guarding the helipad. Same strategy will still apply; take out the outer patrols then sneak in the building where you can take out the enforcer. Then decide how to deal with the other one and the rest of the enemies.

One-shot Bow

Having a bow powerful enough to one-shot enforcers will make undetected liberation attempts for the highest tier outposts a lot manageable. Just get either the elite compound or recurve bow and upgrade them several times until their base damage is around 1800 or 1920. One-shot kills against these tough enemies are very important since they can easily call for reinforcements if they’re injured and can easily detect you even when crouching or in cover, blowing your cover before you can even make your move. Thes sample videos below will feature strategies surrounding this weapon.

You can refer to the sample videos below on how to achieve undetected or at least "No Alarms" liberation. Due to some random factors out of your control, like random animal attacks or friendly NPCs wandering near the outpost and triggering a response from enemies inside, you should adjust your strategy accordingly.
