You can earn more perk points by doing the following:
Completing challenges (See the Challenges tab in the main menu for the list of challenges)
Finding Perk magazines inside vaults or prepper stashes via Treasure Hunt missions.
Rescuing and releasing prisoners from cage trucks (random encounter, repeatable)
Rescuing and releasing hostages (random encounter, repeatable)

A bid way that I've been doing it thats fast and easy is liberating outposts which gives you 3 perk points each time and since you can do every outposts unlimited times you can get as many perks points that you want
