Once you’ve reached the stairs to the southwest, you’ll find a ledge across it. You can jump over the ledge and find a Super Potion after the second ledge.
If you take the stairs to the southeast of the area, you’ll find yourself in the entrance of Victory Road. You can’t proceed any further so you don’t have any choice but to go back to Santalune City and exit to the northwest to Route 4.
(Revisiting Route 22)
*You should have at least the Old Rod to capture this pokemon. There's a freshwater pond south of the entrance of the building leading to the Victory Road.
Once you have taught HM01 Cut to a pokemon, you can cut down the prickly thorn and get the Elixir.
