SO:FDR has 17 specialties, which is unlocked by leveling up Skills or a specific combination of individual skills. All Specialties can be leveled up (max LV10) by leveling up their individual skills. Each specialty has their own use, from providing access to beneficial commands or ability to craft items.

You can conveniently see a character's progress in unlocking specialties by accessing the Menu > Skills > Learn Skills > Progress (Press X). Simply highlight the specialty, including the ones you haven't unlocked yet, to see the required skills and their individual levels.
