The winds in this area would make it hard for you to use your bike or roller skates but there are also areas where in you would need to use your roller skates. There are a lot of hidden items in this area, and it would be wise to use your dowsing machine.

From the stairs, locate the Nest Ball to the west of the path. Head to the right and hug the wall to the north to locate a Smooth Rock hidden next to the rock. This is a held item that increases the duration of [Sandstorm in battle.

Head south and look for a rock to obtain X-Accuracy. Head west and north a bit and keep the dowsing machine on. You should be able to find an Guard Spec..

Stick to the east and when you see the second entrance to Power Plant. Behind it is a Fire Stone

Head south at the southeast part of the map is another locked door. You should see an item at the back. To get there, you would just have to jump over the gap to obtain a Flame Plate.

Head to the west then south to locate a Heat Rock. Similar to Smooth Rock, this item extends the duration of the move Sunny Day.
