Having been made homeless due to the blockage of its previous home, Cobalion is briefly met on the way along Route 6, where it is sighted and then runs away. Not very long following this event it is again encountered on Route 13, where you can then capture it.
Concealed upon a platform off of Route 22, during your first encounter Trainer Colress will appear and give you a device for controlling Pokemon – and capturing this beast is a good place to start!
Encountered away from its former home on one of the Routes, Virizion will flee and then be found again at the western end of Route 11, where you can capture it.

Getting a specific Pokemon in Shiny form is nearly impossible. Most trainers are happy to get ANY Pokemon that is Shiny - just saying.
