You have to track Horatio’s whereabouts so head to the mission marker in the Oakland Superior Court. Locate the phone on the ground near the arch entrance of the park and interact with it to trigger a cutscene. After learning what happened to Horatio, the next objective will start.

You have to head to the Woodland next to search for Horatio. Go to the marked house and interact with the door to start the mission. After the scene, head to the Tezcas compound to download their operations info. At this point, you should have access to the skill that will allow your jumper and quadcopter to drop bombs and ESDs. Use this alongside the normal junction boxes and electrical panels around the apartment complex to get rid of the wretched gang members. You should be able to clear the entire compound using only your quadcopter so you just need to walk in and download their data.

Once done, don’t leave the area yet. They have a small plantation in the compound that you need to burn. Interact with the irrigation system then activate the spark to burn their plants to the ground. Enemy reinforcements will arrive so it’s up to you if you want to leave or if you want to kill them all as well, for your crew member’s sake.
