The Expansion process of the game combined with the strong position for holiday and Special Event Content has created a series of Level-Independent quests and tasks that cannot be positioned within the Level-based Guide narrative.
These events and related quests and tasks also do not qualify as Recurring Undefined Quests. As a result this special section for Level Independent Quests has been created to document the quests.
Please bear in mind that many of the quests that are detailed below are part of events that may no longer be available in your game.
They are included here to assist in Game Play while the events are active, and they are retained here as a matter of historic record afterwards.
It therefore follows that, if you encounter a Task, Mission, or Quest that appears to be unrelated to any of the ongoing serial or special quests chances are it will either be found here, as a Level-Independent Quest, or in the Recurring Undefined Section which is largely made up of gap-filling Quests whose function is to add time to fill gaps between ongoing serial Missions that are part of the main story or special events.
These quests appear in the game regardless of the level of the player/town -- hence the term "Level Independent" doncha know?
It is all good, in other words.
Level Independent Quests by date
The following quests are divided by date, but please note that just because a Quest or Task appears under the specific year does not mean that it cannot reappear later, in the new year. Just saying...
If that proves to be the case the listing will not be repeated under the new year, as the player is expected to simply Reference the previously listed Mission/Quest/Task for its information.

The following Level Independent quests have appeared in the game during the 2013 calendar year.
(instant) $100 and 10 XP.
A dialogue series pops up upon log-in beginning in late September 2013 in which Lisa and Homer discuss the upcoming Treehouse of Horror event (this is NOT a stub from the previous event in 2012 but a new event notification quest). Completing the dialogue completes the quest - no further efforts are required and there are no other elements to this quest.

Make Homer Wait for the Mailman
Wait for the Mailman (12h) $420 and 100 XP
After a brief conversation with Lisa about an upcoming Convention at work, Homer must wait for the Mailman to deliver a related package to him...
Completing this stage in the quest line rewards you with $100 and 10 XP.
Make Homer Pack for the Convention
Another conversation ends with the decision that Homer needs to pack for the Convention... To complete this part of the quest have Homer complete the following task:
Pack for the Convention (4h) $175 and 45 XP.
When the timer runs out for this task you earn the reward of $100 and 10 XP.
Make Homer Re-Pack for the Convention
It seems that Homer packed too many bags and he needs to start over. Have him complete the following task:
Re-Pack for the Convention (4h) $175 and 45 XP.
Completing this task rewards you with $100 and 10 XP, gives you a reminder to watch the episode, and awards you with a free Squidport Decoration -- the Three-Eyed Sushi Stand (which is automatically placed in your inventory). This completes the quest line.

It turns out that the structure in the game is in addition to being one of the four major gold sinks (a gold sink is an object in the game that is ridiculously expensive whose primary purpose is to take large amounts of in-game Money out of the game) as well as serving as an homage to the Sunsphere from the 1982 World's Fair in Knoxville, Tennessee, where it was the focus of the fair and its T-Shirts.
Obtaining this Quest is purely optional since you have to have spent that massive chunk of Money in order to unlock and flag it. Once flagged, this one-off Mission has Bart, Milhouse, Martin, and Nelson completing the following Task:
Climb the Sunsphere (12h) $420 and 100 XP.
Completing this Mission also rewards you with $100 and 10 XP.
