Treehouse of Horror XXIV (Halloween 2013)
Dates: 1 October thru 7 November
This is the second Halloween Event for Tapped Out, and features new Content as well as the return of some of the content from the previous event (as Premium Items) and enough new Decorations, Items, and Characters to help you make your Springfield look a proper Halloween city!
The primary focus for the event is the collecting of Goo -- ectoplasm in a jar -- which is the event currency for unlocking and obtaining the special reward Items and Prizes for the event. A new event button is added to the bottom right of the screen that details the Personal Prizes that you can unlock by collecting the required amount of Goo.
In addition to the personal Prizes you can win, there is a second set of prizes that are unlocked when the entire Tapped Out Community hits specified amounts of Goo collection, at which point the prize for that goal will be automatically unlocked and added to your inventory box.
The Event in a Nutshell
The Treehouse of Horror Event begins in earnest once you have purchased and placed the Gypsy Fortune Teller Store, which costs $2000 and requires 24h to build.
After that the ghosts and goblins begin to appear in your town -- and the towns of your Neighbors which is equally important and we will cover that in a moment -- at which point you can begin collecting Goo to your heart's Content!
Ghosts: A regular number will spawn as part of the event, but having Buildings and Items from the previous Treehouse event (such as the Cemetery and Pet Cemetery) will increase the number that appear in your Springfield.
The player is meant to tap (pop) the ghosts that are floating around their town, and doing so will result in obtaining Goo and the much rarer Gremlin. If a ghost is not popped and gets close to one of the citizens of your Springfield, they will "possess" that citizen (causing them to look vacant and float along above the ground).
Possessed Characters: When a Ghost possesses a character in your town that character will have a vacant expression and float above the ground. Tapping the possessed character has the same effect as tapping a Ghost -- the Ghost possessing them will pop and you will get a reward of Goo or Goo and a Gremlin.
Gremlins: The much rarer Gremlin is a token item that you can accumulate and, when visiting the town of a neighbor, set loose there. Gremlins you set loose in a neighbor's town will hunt it for 4 hours and then reward you with the Bonus Goo they find, which can be substantial.
Rewards: The point behind all that Ghost-popping is to accumulate the required amounts of Goo for each of the ten special Prizes that are part of the event. These are:
Personal Prizes are unlocked by the player for gathering the required amount of Goo in their game and from there actions in the towns of Neighbors. When the required amount of Goo has been collected, the prize will be automatically unlocked and awarded (placed in your inventory box) the next time you log into the game OR the next time you return from a visit to a neighbor's town.
The following Personal Prizes can be obtained in this event:
In addition to the Personal Prizes above players will also unlock Community Prizes when the entire Tapped Out Community reaches the specified amounts of Goo collected. Those known to exist so far include:
A wide selection of new (and old event) Items are available now as Premium Items -- most for only a limited time -- and special items that can be bought with Cash instead of Donuts -- including the following:

The Attic Costume Collection is a simple collection scheme that works in conjunction with popping ghosts. Each time that you pop a ghost in your Springfield there is a chance that you will also reveal one of the collection Items, which you then collect. These items are:
Once you have collected all of them and placed them in the Attic, Homer gets a new costume to wear! This is the Strongman Homer Costume.

All of the quests for this Holiday Event are linear and simple, and there really are no Tips or tricks to doing them or getting them faster. The real holdup in this event is collecting Goo...
I hate to sound like I am preaching, but to get this done in the time frame you have assuming you are only playing once a day, you REALLY need to have a LOT of friends so that you can leverage their towns for extra Goo and Gremlins. Just saying.
That sums up the Halloween Event - now go out and get Goo!
