To defeat Flannery in the Lavaridge Gym, I recommend a strong water-type. A well raised Carvanha should hold it's own against Flannery's two Slugmas and maybe for a bit against her Torkoal. You should make sure it is no lower than level 28, this way so it can match up with her Torkoal. Carvanha will require the good rod given to you by the Route 103 Fisherman to catch.

A Wailmer would probably be the best Pokemon to take on Flannery other than Mudkip/Marshtomp. That is, if you can find one. Like Carvanha, Wailmer will require a Good rod to catch since you don't have surf yet. A good place to catch one is Route 109, just south of Slateport City. They aren't very common, so this may take some time.
If you do manage to catch one, then beating Flannery shouldn't be too hard of a task. Use it's water pulse to knock out her Slugmas and her Torkoal. Make sure you have Wailmer at least at 28 also, so that it can hold on when battling Torkoal.

Fannely will have 2 slugmas & 1takol if you're starter is Muskie it should be easy.a few water guns & there down. If you took torch ok or treaco &you have a greodude train it till it learns magnitude or you can catch a caravan & use it
